Ambassador Guo Haiyan: Work Together to Build More Just and Equitable Global Governance
On 24 September, 2026,Work Together to Build More Just and Equitable Global Governance, an opinion piece of H.E. Ambassador Guo Haiyan, was published on the Star newspaper. Below is the full text of the opinion piece:

Global governance is the shared cause critical to the wellbeing of humanity. The founding of the United Nations more than 80 years ago has provided the multilateral platform for countries to participate in international affairs through dialogue and consultation, and established the principles of international rule of law. Since the end of the Cold War, multipolarity and economic globalization have been accelerating, and the vision of global governance with coordination and cooperation as its cornerstone has taken deep root in people’s hearts. However, unilateralism, protectionism, and hegemonism have been running rampant for some time, while deficits in peace, development, security, and trust continue to widen. How should global governance be reformed and improved, challenges be tackled, and the central role of the United Nations be given full play? This is the critical question concerning the future of humanity.
On September 1, 2025, at the pivotal juncture marking the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations, President Xi Jinping put forward the Global Governance Initiative (GGI), offering the Chinese answer to the question of our times, namely what global governance system should be built and in what way global governance can be improved. This major initiative advocates five core concepts: sovereign equality, the international rule of law, multilateralism, a people-centered approach, and real actions. This initiative is consistent with the purposes and principles of the Charter of the United Nations, meets the expectations of the international community, and echoes with the aspirations of the Global South countries.
China put forth the Global Governance Initiative to build more just and equitable global governance rather than set up a separate system. Over the past year, the Global Governance Initiative has won the support and positive responses from nearly 160 countries and international organizations. More than 60 countries, including Kenya, have joined the Group of Friends of Global Governance. It is widely recognized in the international community that the Global Governance Initiative is fully aligned with the contemporary trend of greater democracy in international relations, bolsters the confidence of the international community in practicing multilateralism, offers a clear and feasible roadmap for improving global governance, as well as injects valuable stability and positive energy into a turbulent world.
Global governance is vital to the shared and long-term interests of people of all countries. Its essence is pursuing justice rather than making deals. While the interests and aspirations of countries vary, it is key to build the biggest common ground of peaceful development and win-win cooperation by setting aside and resolving differences, forging unity under the same system, the same order and the same set of rules, and cementing the United Nation as the core mechanism of multilateralism and the primary platform of global governance. This is precisely the goal of the Global Governance Initiative. Unity is strength. Only through solidarity and cooperation, can we achieve substantial results beneficial to all, and translate the propositions of the Global Governance Initiative into the broadest consensus and the most effective actions.
As the world's largest developing country, China is a natural member of the Global South family, just like Kenya. Deepening South-South cooperation and continuously improving the development rights and the voice of the Global South is essential to promoting the implementation of the Global Governance Initiative. China is ready to work with Kenya and other Global South countries to strengthen communication and coordination, enhance governance capacity building, create more platforms for South-South governance dialogue, improve capabilities of synergetic development and collective representation, jointly promote the thorough and solid implementation of the Global Governance Initiative, and contribute the strength of the Global South to building a more just and equitable global governance system.
