On the afternoon of February 25, 2025, Chairman of the Standing Committee of the National People's Congress (NPC) Zhao Leji held talks with Chairman of the State Great Hural of Mongolia Dashzegve Amarbayasgalan at the Great Hall of the People.
Zhao Leji said that in recent years, under the strategic guidance of the two heads of state, China-Mongolia relations have maintained a sound momentum of development and mutually beneficial cooperation in various fields has achieved fruitful results. Last year marked the 75th anniversary of the establishment of diplomatic relations between the two countries, and President Xi Jinping exchanged congratulatory messages with President Ukhnaa Khurelsukh. China is ready to work with Mongolia to follow through on the important common understandings reached between the two heads of state, carry forward traditional friendship, consolidate political mutual trust, expand mutually beneficial cooperation, and promote the steady and sustained growth of the China-Mongolia comprehensive strategic partnership under the guidance of building a China-Mongolia community with a shared future.
Zhao Leji noted that developing long-term and stable good-neighborly and friendly relations is a strategic choice that China and Mongolia have made, conforming to the fundamental interests of the two peoples. The two sides should respect each other's independence, sovereignty and territorial integrity, respect each other's core interests and major concerns, and respect the development paths independently chosen by the two peoples. China appreciates Mongolia's firm pursuit of the one-China principle and its support for China's position on the Taiwan question and issues related to Xizang, Xinjiang and Hong Kong. Both sides should adhere to mutual benefit and win-win results, work together to advance modernization, seek greater synergy of development strategies, strengthen cooperation in traditional areas such as minerals, energy and infrastructure, and create new cooperation highlights in the digital economy as well as green and low-carbon development. The two sides should learn from history, work together to create a future of peace and development, jointly defend the international system with the United Nations (U.N.) at its core and the victorious outcomes of World War II, abide by the purposes and principles of the U.N. Charter, and safeguard the common interests of developing countries and international fairness and justice.
Zhao Leji emphasized that the NPC of China has maintained good relations with the State Great Hural of Mongolia over the years. The Chinese side is ready to work with the Mongolian side to further strengthen exchange and cooperation between the top level of the legislatures, special committees, bilateral friendship groups, deputies to the NPC and members of the State Great Hural, and local legislative bodies. The Chinese side is also ready to work with the Mongolian side to deepen the exchange of governance experience, and learn from each other's legislative experience in areas such as reform and opening up, energy transition, improving people's livelihoods, regional development, and business environment, so as to better contribute to the development and revitalization of the two countries as well as the practical cooperation between the two countries.
Zhao Leji introduced the system of China's NPC in connection with the upcoming third session of the 14th National People's Congress.
Dashzegve Amarbayasgalan said Mongolia firmly pursues the one-China principle, and is willing to deepen the synergy of development strategies between the two countries and strengthen cooperation in various fields such as transportation, ports, energy, agriculture and electric vehicles. The State Great Hural of Mongolia is willing to strengthen friendly exchanges with the NPC of China, give full play to the role of the regular exchange mechanism between the two countries' legislatures, and make positive contributions to promoting the Mongolia-China comprehensive strategic partnership.
